A Project Development and Environment (PD&E) study is a process followed by the Florida Department of Transportation during the preparation of a State Environmental Impact Report. It is the policy of the Department to require the development of environmental evaluations on all major transportation projects using non-federal funds (bonds, local, state and/or private monies) which meet the qualifying conditions. This study complies with one of the required conditions. It is part of the State Highway System (which includes Florida's Turnpike). The State Environmental Impact Report documents the environmental evaluations performed throughout the study.
During the PD&E study various alternatives including the No-Build alternative are developed that could meet the desired goals of the project. These alternatives are subject to a comprehensive evaluation process which involves engineering analysis, environmental evaluations, socio-economic analysis, cost estimation, and public input. Based on the analysis results, a preferred alternative that is technically sound, environmentally sensitive and publicly acceptable is selected.
The PD&E study for this segment of the Homestead Extension of Florida's Turnpike will involve the community throughout the study process. It will provide numerous opportunities for residents, business owners and travelers to comment on the proposed improvements, including public meetings, stakeholder meetings, a public hearing and the project website.
